Who we are

Voter Protection Corps was founded in 2020 by veteran election protection practitioners. We are a 501(c)(3) nonprofit whose mission is fair and equal access to the ballot for every eligible citizen.

The voter protection field was built for a different era — optimized for litigation and Election Day response, and under-resourced for the earlier, faster-moving threats that now decide whether eligible people can vote. We were built to close that gap: a proactive, technology-enabled program that connects volunteers, legal expertise, and state partners where additional capacity is most needed, and that deploys before voters are harmed, not after.

We integrate into existing state coalitions at their invitation, adding specialized capacity without duplicating what is already there. Our leadership team includes veterans of presidential campaigns, major national voting rights organizations, and election law practices.

Voter Protection Corps is strictly nonpartisan. Every program activity is designed and carried out to protect voter access without regard to party affiliation.

Quentin Palfrey

Quentin Palfrey

Founder & Senior Advisor

Quentin has played a leadership role in voter protection programs in battleground states in numerous presidential, senatorial, and gubernatorial campaigns over the past 15 years. He was the 2004 New Hampshire voter protection director for the Kerry-Edwards campaign, the 2008 Ohio voter protection director for the Obama-Biden campaign, and has been a senior advisor to numerous voter protection programs at the national level and in Massachusetts, Virginia, Pennsylvania, and North Carolina. In 2018, Palfrey was the Democratic nominee for Massachusetts Lieutenant Governor.

Jesse Littlewood

Executive Director

Jesse has decades of experience advocating for voters, consumers, and our democracy. From 2016 to 2022 he led the counter-disinformation work for the largest national nonpartisan voter protection coalition. As Vice President for Campaigns at Common Cause, Jesse led a campaign that recruited 40,000 Election Protection volunteers in 2020. He has spent decades in democracy, environmental, and public interest advocacy — growing grassroots support online and offline, and raising millions in small-dollar funding for nonpartisan causes. His work in the field brought him to the Harvard Kennedy School of Government as a lecturer, where he designed and taught a course titled “Social Change in the Digital Age.” Jesse lives in Boston.

Senior Strategist

Tim has worked in voter protection for more than 20 years, across four presidential cycles. He was deputy voter protection director in Wisconsin for the Kerry-Edwards campaign in 2004, voter protection director in Colorado for the Obama-Biden campaign in 2008, and played the same role for Senator Michael Bennet’s 2010 campaign before returning to the Obama-Biden national staff in Chicago in 2012. From 2009 to 2013 he served in the Obama administration in roles at the White House, the Commodity Futures Trading Commission, and the Treasury Department. At Voter Protection Corps, Tim helps guide strategy and partnerships with civic and election-focused organizations. He lives in Dorset, Vermont, with his wife and three kids.

Voter Protection Program Coordinator

Alexis coordinates Voter Protection Corps’ volunteer and program work. She came to VPC from the Massachusetts State House, where she served as a Barbara Lee Fellow in the office of Representative Judith Garcia and previously led a team of legislative interns supporting constituent advocacy. As Social Justice Program Coordinator at Simmons University’s Center for Community Engagement and Social Justice, she directed the campus’s flagship voter registration campaigns and built programming on voting rights and civic action. Alexis holds a B.A. in Political Science from Simmons University.

Raelyn Roberson

Counter-Disinformation Lead (Consultant)

Raelyn is a digital empowerment strategist who leads Voter Protection Corps’ counter-disinformation program for the 2026 elections: training partners and volunteers to spot and respond to election misinformation, running our social media monitoring shifts, and coordinating rapid response on Election Day. A grassroots organizer and digital navigator, she has planned and led hundreds of trainings, virtual and in person, on protecting online privacy, recognizing media manipulation, and enforcing digital civil rights, and she created the Digital Democracy Activist program, a volunteer network of more than 12,000 people working for information access and media accountability. Her approach draws on deep canvassing and relational organizing, on the premise that empathy and shared values are the best defense against radicalization. She previously served as Media and Democracy Campaigner at Common Cause.
